CoSN 2026 Blaschke Report – Change Management for Education Technology: A Practical Guide for District Leaders

The CoSN 2026 Blaschke Report was published in late September 2026. This year’s annual Blaschke Report delves into how school districts can leverage effective change management to lead and sustain new technology tools for teaching and learning. Along with the publication of the CoSN 2026 Blaschke Report, CoSN is also pleased to provide a free School District Technology Change Management Toolkit which includes specific resources that district leaders can use as they implement the CoSN 2026 Blaschke Report’s recommendations.

The lead author of the CoSN 2026 Blaschke Report is Jesse Davis, CoSN’s 2026 Blaschke Fellow. Mr. Davis holds a Masters of Public Policy in Technology Policy from The Duke Sanford School of Public Policy and a Bachelor of Arts in Political Science from Berea College.

The content described in the CoSN 2026 Blaschke Report includes a focus on building a district’s change process around five specific outcomes: Awareness, Desire, Knowledge, Ability and Reinforcement. These outcomes are identified as the ADKAR model. Among the strategies implemented when doing the research for the 2026 report were interviews with both technology leaders and education leaders from small, mid-sized and large public-school systems across the United States.

CoSN has also released the School District Technology Change Management Toolkit which provides practical resources for implementing the CoSN 2026 Blaschke Report recommendations. Both the School District Technology Change Management Toolkit and the CoSN 2026 Blaschke Report can be accessed at: https://www.cosn.org/change-management-for-education-technology-a-practical-guide-for-district-leaders/.
